I read the tutorial about Creating Torrent torrent.But I cannot understand what I will write in the Wed Seeds box.

Just leave it blank cauz as much as i know DcT torrent tracker/server is not web based yet.. (not php)...

Yeah, like other members said, leave it blank.
However, uTorrent is recommended here. Feel free to try that out =]
