Have you done port forwarding? What this does is that opens your computer ports to connect to other peers. Here is the link - Router Configuration

Try doing this if you haven't done this already.
This might help you as well - Set UL speed priority

The thing you have to understand is that your upload speed is always going to be lower than your download speed. Eg. My connection is 256k, now my download speed is 26k max and my upload is around 5-7 max. This is totally unfair and slow from my side, however it's the commitment that counts here on dc and therefore you can always donate to get some extra gb's as Acc3ss bhai have mentioned.

However, you should be able to reach at least 5-7kbs ul speed like my one. Do port forwarding which will definitely help.

Your download and upload speed will be low if there isn't any or low seeders or leachers because your speed only works what others are providing(seeding) to you.
