Well, Torrentfreak is a renowned site but i highly doubt the authenticity of the survey u showed ....
Many of my frnds(including me) are using BSNL,MTNL,Airtel ... there were no cases of throtlling.

Waise, tell me 1 thing ..... if ur ISP is Throtlling the y are they limiting ur connection from 222kbps to 193 kbps .... y not less .... or y not a total ban
